When an infant is just learning should I say vocabulary they really just repeat what your teaching them. I'm sure they know your their mom or not but it's bascially what you want them to say. I feel it's later in their months that they fully develop the meaning of things.

I agree, I have seen a lot of babies that will repeat anything that an adult will say... or try to atleast, and you know for sure they do not know what they are saying.
I believe that children learn from repetition and modeling people, especially with language. I feel that when a baby starts to use "vocabulary", they are simply repeating without knowing the true meaning. They recognize people as the role they play, not as "mom" or "dad". I feel that meanings come later in their development. But that's just my opinion!
I watch a 15 month old 3 times a week. HE still has not spoken his first word and just started walking about 2 weeks ago. Do you all think this is normal behavior?
